Abstract 1. Background The four islands in the southern Penghu waters—Dongji Islet, Xiji Islet, Dongyuping Islet, and Xiyuping Islet (collectively known as the Penghu South Four Islands)—feature unique natural ecology, geological formations, and landscapes. Previous commissioned studies by the Marine National Park Headquarters since 2009 revealed average coral cover exceeding 50%, with extensive mono- or low-diversity coral assemblages forming distinctive seascapes. Fish, algae, and large invertebrates are abundant, and rare species such as the giant triton can be observed. The area is well suited for intertidal exploration, diving, and snorkeling. The islands’ dramatic basalt coastal landforms are ideal for sailing, windsurfing, canoeing, and island-circling experiences. Therefore, the region holds strong potential for marine recreational development. This project focuses on waters surrounding the Penghu South Four Islands. Through in-depth investigation and analysis of activity suitability, and under the premise of ecological conservation, appropriate marine activity types and zones were planned, along with safety management regulations to support sustainable development. 2. Methods and Tasks The study compiled climatic and environmental data, conducted field investigations, zoned suitable marine recreational areas, identified hazardous waters, and developed emergency response plans and safety guidelines. The main tasks included: (1) Suitability analysis and zoning of marine activities (2) Survey of potentially hazardous marine areas (3) Emergency planning for various marine recreational activities 3. Results The islands possess rich ecological and geological resources suitable for intertidal observation, diving, and snorkeling. However, strong currents exist around and between the islands, making many areas unsuitable for general visitors or even experienced users. Only relatively stable tidal zones around each island are appropriate for introducing activities. In addition to water-contact activities, boat cruising for scenic viewing and birdwatching is recommended as a safer and more accessible option for the public. 4. Major Recommendations (1) Suitable Marine Recreation Zones Designated areas for activities were identified around each island, with recommended activities including snorkeling, scuba diving, canoeing, swimming, rock fishing (restricted to specific sites), and scenic boat cruising. Due to overfishing and destructive fishing practices in the past, it is recommended that boat fishing initially be prohibited throughout the marine national park jurisdiction. Limited shore-based fishing is suggested only at Chutou Islet, where monitoring and ecological impact control are feasible. (2) Hazardous Areas Strong current zones around each island have been identified and mapped. These include dangerous tidal channels and rapid flow areas that require clear signage and management. (3) Scenic Boat Cruising The South Four Islands feature striking basalt formations, sea cliffs, sea caves (including the famous “Blue Cave”), bird habitats, and unique cultural landscapes such as terraced fields and traditional settlements. Certain shallow channels between islands are unsuitable for navigation at low tide and should be avoided. (4) Marine Activity Facilities Visible and easily understandable signage should be installed for safety management. Mooring buoys and activity boundary markers are recommended in designated sandy-bottom areas to prevent anchor damage to coral reefs. (5) Emergency Response and Patrol Planning Emergency response systems, patrol mechanisms, reporting procedures, and recommendations for constructing management station workboats are proposed to strengthen marine safety governance. Overall, while the Penghu South Four Islands possess high potential for marine recreation, careful zoning, strict safety management, ecological protection, and adaptive monitoring are essential for sustainable development.
