In order to increase local development and to transfer fishery into ecotourism, Marine National Park Headquarters positioned South Penghu Marine National Park as "Special Natural, Cultural, Ecological, and Scenic Areas" according to "Statute for the Development of Tourism” and related regulations. The headquarters trained residents and fishermen, turning them into professional guides. According to current regulations, a group of tourists of 20 people and below need to hire a guide and be charged 2,400 - 3,600 NTD. The new policy not only increases income, but also introduces the local beauty of Penghu.

Marine National Park Headquarters postponed presentations in Dongjiyu and Dongyupingyu on January 14th due to bad weather on sea which made it unable for the ships to arrive. They instead held presentations at Qiming Temple, Fengsham dist., Kaohsiung on 21st, 7 p.m. and at Xingfu Community, Annan dist., Tainan on 22th, 7 p.m. for these two cities are where most Penghu people live now. They will go on have review conferences with Ministry of Transportation and Penghu County Government to have proper communications. Hopefully they will have opinions in common, to thrive marine tourism and to preserve the ocean resources.
